A top tax lobbyist and founding partner of Capitol Counsel, Raffaelli is a longtime Democratic strategist and fundraiser. He learned his way around Capitol Hill while serving as counsel on tax and international trade to Democrat Lloyd Bentsen of Texas, former chairman of the Senate Finance Committee and later secretary of the Treasury under President Clinton. Raffaelli subsequently founded The Washington Group, a successful government relations firm, before launching Capitol Counsel. He focuses on more than taxes—lobbying on health care, finance, and international trade issues. He had more than 50 clients in the first three quarters of 2011 and brought nearly $7.2 million into the firm. General Electric paid more than a half-million dollars for lobbying on tax issues and a measure to preserve Medicare coverage for osteoporosis; GE manufactures the Lunar bone densitometer. His next-highest-paying clients are Westfield LLC and Cardinal Health, a Fortune 100 company in 2011. Other key clients include the Pharmaceutical Research and Manufacturers Association, Win America Campaign, Walmart, and Home Depot. And Raffaelli continues to be active in Democratic campaigns.
